Economically, South Africa's adoption of neo-liberal policies in MAP were encouraged by South Africa's incorporation of neo-liberal visions in MAP and have been influenced by the country's adoption of Growth, Equity and Redistribution (GEAR) in 1996. Even though inequality is driven by many different factors, this paper attempts to analyze whether BEE was able to effectively reduce inequality in the way that it was intended. My findings suggest that BEE might have helped to reduce inequality between different races, but that it increased inequality among black people.During Apartheid, black people were excluded from major parts of South Africa's economy. This resulted in an unequal income distribution in South Africa. Even after Apartheid ended in 1994 income was distributed unequally between races. In order to reduce this inequality and equalize opportunities between the different races in South Africa, the government implemented an affirmative action program called Black Economic Empowerment (BEE) in 2003. In this case and in the following sections, the word "black" defines a racial group, including Africans, coloreds and Indians and can thus be used as synonym for "non-whites." The huge majority of black South Africansstill lives in poverty, inequality has grown since the end of apartheid, service delivery isa permanent problem and democratic institutions are at least partly weak (Holden2012: 95).However, the new South Africa is not only signified by the aggravation of disparities.Over the last years, the emergence of a black middle class became steadily moretangible and is today a mostly undisputed phenomenon (Schrire 2005: 271; Southall2004: 539; Everatt 2011: 79). Some research has been conducted especially todetermine definition criteria and the size of a black middle class (Rivero et al. 2003;Southall 2004; Visagie, Posel 2011; Phadi, Ceruti 2011). The total middle class in SouthAfrica included 29% black South Africans in 1994, while until 2011, their share hadgrown to 49.8% of the total middle class (Holden 2012: 226-227). This book offers far-reaching insights into perceptions of conflict in South Africa. Claude-Hélène Mayer's approach is remarkable, because she imparts the recollections of numerous people from diverse ethnic and cultural backgrounds. The author captures the essence of about one-hundred interviews reflecting disparate attitudes towards social changes in the post-apartheid Republic of South Africa. Unexpected statements - for example, with respect to the continued existence of internalized apartheid - are carefully analyzed and hermeneutically understood. At the beginning of the research, presumptions might have raised expectations for the similarity between the narrative interviews. However, it becomes clear during the reading of this work that each interview was itself unique and each created a unique situation between the interviewer and the interviewee, inviting the reader to listen again and again to the spoken and analyzed words. The thorough, months-long field stays, from 1999 until 2004, emphasize the researcher's exhaustive effort better to understand the perspective of the interviewees. Critical to the discussion will be the role played by the National Party government, particularly relating to the creation of the Republic of South Africa in 1961, withdrawal from the Commonwealth of Nations in the same year, the 1961 General Election and the government's racial policy. The function of the United Party, as the party of Official opposition, will also be scrutinised, together with the role of the Liberal Party and the Progressive Party. Analysis of the ideologies of the African resistance movements, including the African National Congress, with Umkhonto we Sizwe, and the Pan-Africanist Congress, with Poqo, will further reveal reasons for the adoption of extreme opposing attitudes. Since the discovery and exploitation of minerals like gold, diamond and copper in South Africa, Zimbabwe and Zambia in the late nineteenth and early twentieth centuries, Malawi has played the role of a labour supplier. Malawians were attracted by the relatively higher wages obtaining in the South African mines up to the period of the decline in mine migrancy at the end of the 1980s. Following this decline, a cross-section of Malawians continued to emigrate to South Africa to seek various jobs in the burgeoning informal sector and also for trade purposes. Migration from Malawi to South Africa sheds light on the problems that labour migrants and traders encounter as they are ‘toing’ and ‘froing’ between Malawi and South Africa in pursuit of their respective goals. It shows that migration, which initially was exclusively done for wage employment, is becoming more complex by the day. This is a result of the infusion of elements of commercial migration, smuggling and human trafficking. The book advances the argument that the numbers of migrants to South Africa increased in the post-1994 period partly as a result of mal-administration by the successive democratically-elected governments in Malawi. This development weakened Malawi’s otherwise promising economy and impoverished the rural masses.
